The Justice Foundation for Civil and Environmental Rights was founded by environmental advocates who believe the health of our democracy is a prerequisite for maintaining the health of our environment.  The JFCER has been helping established voting rights organizations with free litigation and research support, including on-the-ground fact-finding, analysis, and GIS mapping.  JFCER does not seek to lead any voting rights effort, only to lend staffing support to existing experts on voting rights.  As evidenced by our minimalist web site, we invest our financial resources in our research and litigation mission, not public relations or fundraising.

If you have a potential project, please contact, or call (202) 734-5198.

The PDF Document below is the memorandum regarding the authority of county election clerks to send out mail ballots by default to every registered voter. The memo also covers governors' authority to start early voting a month in advance.
